Take a look at Xsitepro2  - I used it for this site. Easier than Dreamweaver, loads of templates. Great support and video tutorials.

Now, with Xcommentpro just released, it is a 'piece of cake' to integrate a user comment/rating system into Xsitepro2, with full admin suite, social bookmarking, Captcha, email opt-in, moderation and the rest.
